Attorney Dave Andrews
Attorney Dave Andrews has over 36 years practicing law. Dave is a 1970 graduate of Altoona Area High School. Dave received a B.A. in Political Science and history in 1974 from Juniata College, Huntingdon, PA. Dave graduated from the Dickinson School of Law in Carlisle, PA, where he received the American Jurisprudence Award in Federal Corporation Law for Highest Achievement. Attorney Andrews served 2 years as an Assistant District Attorney in 1977. Dave was an attorney and partner at Evey, Black law Firm from 1977 to 1989. Dave started his own law firm in 1989 and is currently Managing Partner at Andrews and Beard. Attorney Andrews is also an Adjunct Professor of Human Resources Management and Industrial Relations Graduate School of Human Resource Management and Industrial Relations at St. Francis University. Dave is past President of the Pennsylvania School Solicitor's Association. Dave is active in several community groups. Attorney Andrews is on both the Republican and Democratic Ballots.

Attorney Wade Kagarise
Attorney Wade Kagarise has lived his entire life in Blair County. Attorney Kagarise is a 1991 graduate of Hollidaysburg Area High School. In 1995, Wade graduated with honors from Indiana University of Pennsylvania with a Bachelor’s Degree in Criminology. Continuing his education at Widener University School of Law in Harrisburg PA, Wade received an academic scholarship and earned his Juris Doctorate Degree. In 1998, Wade obtained his license to practice law and started working as an Assistant District Attorney in Blair County. Wade currently is a Chief Deputy District Attorney for Blair County. Attorney Kagarise also is an Adjunct Professor in the Criminal Justice Department of Saint Francis University where he has taught courses in criminal law and on the American Court System. Wade is also a veteran of the United States Army Reserve. Wade is a part of various community organizations. Attorney Kagarise is on both the Republican and Democratic Ballots.

Magisterial District Judge Fred Miller
Judge Miller has been a Magisterial Judge for Northern Blair County for over 10 years. Judge Miller has heard over 30,000 cases. He is known for his tough but fair approach to the law. Before becoming a magisterial judge, Fred was a criminal justice instructor at Penn State Altoona and an attorney with Miller, Kistler & Campbell out of State College, PA. Fred graduated from Penn State in 1993 with a Bachelor Degree in Finance. Fred continued his education and graduated at the Dickinson School of Law of the Pennsylvania State University in 1997. Judge Miller has established a Youth-at-Risk Underage Drinking Program that served as a model for Blair County. Fred is active in programs to help kids in his community. Fred established the Alternative to Suspension Tobacco Program to educate students who violate tobacco laws in Tyrone Area and Bellwood-Antis School Districts. This is a unique program offered in Blair County. Judge Miller is on both the Republican and Democratic Ballots.
